It's not an easy week for her Ferrari and his team principal Mattia Binotto. What happened, and above all seen, in Belgium it weighs heavily on morale of team that failed to oppose the power of Red Bull.
Belgium, a weekend below expectations
La stable in fact he brought home a third place with Carlos Sainz and a sixth with Charles Leclerc. A good result for Sainz, considering the difficulties of the F1-75, who could not match the pace of Red Bull. On the other hand, Leclerc's race was more unfortunate and, after a good comeback for unit change, was forced to return to the pits for the insertion of a tear-off visor in the air intake of the brakes. Pit stop which naturally compromised the race. But why did Ferrari have such enormous difficulties? La directive TD39 will it have influenced the performance of the Red? Still hard to say, but sure the Netherlands it will be a very important watershed for the team from Maranello.

Binotto doesn't fit
However, something does not add up to team principal Mattia binotto which, after the Spa Grand Prix, wanted to dwell on the overwhelming power of the RB18. In particular, the Italian engineer touched on the issue concerning the possible new frame that Milton Keynes they have prepared, triggering the budget cap issue.
"I can't know what they are doing – said Binotto – whether or not they have a lightened frame. However, speaking in general, the spending ceiling is always a concern and we have already mentioned it during the season. There are technical, sporting and financial regulations that can make the difference between teams in the way they interpret and implement them. We know how we need a very strong FIA to make sure they are properly focused. Conversely, the regulation itself will not be fair.

“We ask for adequate controls”
The accounts at Ferrari do not add up and, for these reasons, Binotto calls for stricter controls by the FIA on the expenses made so far by Red Bull:
“I can't judge Red Bull however, like Ferrari, we will never be able to introduce a lighter chassis or a different chassis during the season, simply because of the budget cap. I'd be very surprised if a team could do that. If they succeed, it is up to the regulations: is the control adequate, is the regulation fair enough? Those are the questions."
